He made these comments during an interview with the Press following the official opening ceremony of the BWU's Errol Barrow Day Family Fun Day yesterday at the BWU Labour College.
Sir Roy said he believed Prime Minister David Thompson had chosen a Cabinet he was comfortable with.
"Except for himself, they are all new. I have insisted all the time that it is unfair and unreasonable to say that somebody can't lead, or can't do a good job if the person has not been given a chance to do it," he said.
He added that those in the Cabinet had significant levels of knowledge in the fields in which they practised their trade or their business, and now had to learn the business of public service.
"We have to give them a chance. As long as they are prepared to be governed by the information that the permanent secretaries and heads of departments have, and as long as they are prepared constantly to listen to guidance, I believe they will do an excellent job," he said.
