$1.5m on the cards today

Government is planning to spend $1.5 million towards implementing a multi-purpose identification card for the first time in Barbados.
The money is likely to be approved when Parliament opens today after its annual Christmas break, and the ID card will be the subject of a resolution to grant $1 421 609 from the Consolidated Fund and place it at Government’s disposal in order to supplement the Estimates 2011-12.
The grant, which will specifically address the Electoral and Boundaries Commission subprogrammes, will cover the costs of supplies, reimbursable expenses and consultant’s fees for the implementation of Phase 1 of the multi-purpose identification card project.
Some $727 529 will be allotted to supplies and materials, $67 320 to operating expenses, and $626 760 to professional services.

($626 760 to professional services.) That is a lot of cash. Could someone please justify this amount of money for professional services in addition to outlining these services? Is this expense necessary at this time? Also, tell me are all the pleas to curb spending falling on deaf ears. Additionally if this new card is a national one are we using the expertise in the civil service to design and implement this card and how different will it be from those who currently do or drivers licenses or national Id card? Are they government employees
