When I was growing up in Barbados over 60 years ago the engineers built roads with gutters and trenches for water to run off to the gullies and the sea. They were not CERTIFIED, but they had common sense. Nowadays the certified engineers block off the gutters and erect concrete sidewalks with no way for the water to go. Why are you suprised that all the street of Barbados are flooded any many have become waterfals after a little rain?
