Raul Garcia’s birthplace Cuba should take him off Barbados’ hands and end the saga over where he should live, said Barbados’ Ambassador to the United States, John Beale.

The envoy added he did not believe the United States was under any legal obligation to take back the man who has spent more than 15 years in prison here for cocaine smuggling but who can’t find a country willing to take him, two years after his sentence ended.

“It is a very difficult situation for a man who served his time and is caught in no man’s land,” said Beale, Barbados top diplomat at the Organization of American States (OAS).

“On the other hand, I don’t see why Cuba doesn’t accept him back. They should accept the man back. If he is Cuban, he should go back to Cuba. I think it is unfair for the Cubans to ostracize the man and put it in the hands of Barbados. It is a Cuban problem they have pushed on to be a Barbados problem. That’s just my two cents’ [worth] of looking at it.”

Beale, a former bank chief executive, told the SUNDAY SUN he was expressing a personal view.

Ambassador Beale!!! I completely agree with you, now all you have to do is to convince The PM and the Minister of foreign Affairs to have a chat with their Cuban Counterparts, and work out something that is amenable to all involved with this issue. but he definitely does not belong in Barbados

I am pleased that Mr.Beale has clearly noted that this is a personal view, because as he said this is no obligation for either of the two countries USA or cuba to take Garcia... in a similar case,involving narcotics, the perpetrator "a bajan' was tried and sentenced in a United States court. In Garcia's case Barbados decided to pay the price for the prize.. the price being garcia..the prize being the shipment of cocaine. now the script has flipped. and the prize has been taken care of. and the price has become the prize. truth is we have won the prize both times " wha sweeten goat mout may bunn him bottom"

But doesn't it require an amendment of the Constitution of Cuba for them to take him back? Much like it would take an amendment of Barbados's laws and maybe even the Constitution to take him here?

@j payne.... cuba is not in this anymore... when garcia successfully defected to the United Sates he severed all ties to Cuba, when Barbados decided to take the case against Garcia, they allowed the United States to apply a rule to reject Garcia's residency.that is the reason why he is deemed stateless.we housed him for twenty years at odds, he has paid the price for his crimes. he deserves to be free...

I was under the impression that Cuba amended their Constitution to say once you've been out of the country and gotten citizenship elsewhere the Cuban one is null and void. Can Barbados force- Garcia to apply for Cuban citizenship again?

Article 32: Cubans may not be deprived of their citizenship save for established legal causes. Neither may they be deprived of the right to change citizenship.
Dual citizenship is not recognized. Therefore, when a foreign citizenship is acquired, the Cuban one will be lost.

Article 33: Cuban citizenship may be regained in those cases and ways specified by law.
