Confusing planning policy

It is baffling that a supermall should have been approved for location at Welches, St Thomas, within a mile of Warrens, St Michael, instead of either completion of the Cave Hill Master Plan for 12 acres allocated at West Terrace, or better yet the Speightstown District Centre for service of the north of Barbados to bring much needed relief from the inexorable congestion of St Michael and Christ Church.
More needs to be thought of and expressed concerning conservation of energy than the reduction of consumption of fossil fuels aimed obliquely at the deprivation of non-Western-inclined oil producting countries.
