Making life easy for robbers

It’s good that theft and violence related to the cash-for-gold trade is declining, but if stores are exchanging goods for gold, why can’t they be targeted too?
This situation should be relatively easy to deal with. But if we are going to let locals buy goods duty-free as long as they pay in foreign currency, firstly, where are they getting the foreign currency from?
Secondly, let’s give each tourist a target to put on their backs to show they are likely to have foreign currency so they can be robbed; that way, locals can buy duty-free.
Thirdly, now that we are reducing police overtime, it will open more opportunities for robbers to get away with crime.
