Sugar’s still a must

It is good to see that this year’s sugar harvest will exceed projection.
While I do not understand the economics of the whole thing, I believe that while the industry may be bankrupt, it earns vital foreign exchange by virtue of a guaranteed quota – which it normally fails to achieve.
However, each year, at the last minute, wage negotiations halt the harvest, this year being an exception. So why not start the talks at the end of the harvest for the following year?
This year the shortage of hydrated lime held things up. Does no one check on things like this? Who was responsible for this neglect?
