BOARD 'BULLIES'

THERE IS BULLYING of workers at some statutory agencies, charged general secretary of the National Union of Public Workers (NUPW), Dennis Clarke.

Yesterday Clarke told the DAILY NATION that a situation existed at boards where chairmen were micromanaging the affairs of the organisation.

"There are one or two of them who have offices inside the [organisations]. I'm waiting on Government to have some sort of discussion with respect to the statutory board situation because it begs for good discussion to see how we can look at industrial relations [among them] and get them on a proper footing where there is no bullying with respect to the workers," he said.

Clarke declined to name statutory boards where bullying existed but said that "people are fearful" with "the presence of some of these board members within the organisation, getting into the day-to-day management.".

"You see people doing things out of fear. You find that some workers know they are not supposed to carry out an instruction that is not conforming to the financial rules, and I'm talking about boards, but yet they will go do it out of fear cause they want to keep their jobs. That is bullying in my estimation."

Clarke also said that communication across the Public Service was one of the challenges facing the union and had to be given urgent attention.

"We talk about Public Sector Reform, we talk about customer charter but the union is experiencing, especially at the level of statutory boards, failure to respond to correspondence and certain departments in the Public Service also," he noted.

"We're not saying that everybody is doing it but what we're saying is that it seems to be the majority that are ignoring [correspondence].

"This in itself is a violation of the Public Service Act and we're wondering what is happening.

"Is it an anti-union move? Or is it a situation where people are simply callous about the whole industrial relations process and what should happen?" the general secretary queried.

This attitude did not bode well for good industrial relations and had to be examined, Clarke added.

Do you know the adage: empty vessels make the loudest noise? That is exactly who those Board Bullies they are. Mere egg shell heads significant only to worthless politicians, no contribution to offer, don't know whether what they are seeing is the sun or the moon and are appointed to sit on Boards. How else do you expect them to appear to perform except by bullying?

Board bullies results of members wrapped up in yardfowlism, greed and power yeilding thrust who are unintelligent,lack foresight, patriotism and commonsense. Unions with no clout, union leaders with their own agenda and those wrapped up in politics will therefore always feel and find themselves ineffective. The sad thing is that those who feel disadvantaged by these Board bullies, unsupported as paying members by unions find themselves further in a tail spin with legal action. It is either too costly, time consuming or a sell out by unscrupulous attorney ,some also with political agendas. Resignations from Boards mostly always send a signals that something has gone awry. Either morally decent and educated Board member not willing to concur with some muck,or the immoral partisan one who is outnumbered, outwitted by a strong team. The current method of choosing and appointing Board members need to be revamped. It should not be done by a Minister and/or Permanent Secretary behind closed doors. A more formal method of application, scrutising, interviewing needs to be adapted. Too many of them bring NOTHING to the table. Why not a voting process similar to our elections even? Don't sit back Comrade Clarke, along with Messrs Franklyn and Maloney, you are three strong men who can educate and motivate union members to lobby Government to change this to a voting process.

Mr. Clarke what do you expect? The chairpersons you speak of are clearly UNemployed if they can spend an entire day at an organisation for a stipend of $1100 a month; and therefore see their chairmanship as employment. They also have not a clue as to the role of the Chairman and Board versus that of the management nor do they care to know. The truth is Chairpersons and board members are NOT employees of statutory boards and unfortunately a majority of the public believes they are as well.
Everyone knows the chairman at a particular city Board has for months now been micro-managing that organization having set up office in the board room.

Board bullies : 11/19/2009
This behavior has been happening for a while where these people appointed to boards have been making decisions that should be made by the board of management, the board can't carry out some of they duties without notifying the chairman first.
