RADICAL CHANGES are coming to the Barbados Water Authority (BWA) because Prime Minister David Thompson is totally dissatisfied with its performance - especially in the past year.
While wrapping up his fourth quarterly televised Press conference for the year from his official residence Ilaro Court last night, Thompson said he had had a long discussion with those who run the state-owned organisation earlier this year and had frankly believed a dramatic improvement would have arisen from that discussion. However, the opposite had occurred.
"I regret very much as Prime Minister to say that I have not seen the improvement that I want," he told the panel of journalists from media houses across Barbados.
"And only today . . . I told the Minister (Denis Lowe, who is responsible for the environment, water resources and drainage) that there are going to have to be some radical changes at the BWA, because it is clear that the current structure of the authority cannot and will not deliver on those changes," he added.
Thompson said while the radical changes might make his administration unpopular and provoke reaction from the trade unions and other stakeholders, Government needed to grapple with the situation.
"I'm not saying the trade unions will have a say because what we're doing affects the workers . . . but they will have their say because the changes that may have to take place will require some radical rethinking of the role of the Water Authority as a whole in providing services to Barbadians," he stated.
The Prime Minister added there were far too many areas in which the BWA was not performing and with which he was "entirely dissatisfied", though he did not elaborate.

This is what a good leader should be doing. If the BWA is offended by what was said, I hope it would move them to correct their lousy way of doing business and treat the people of Barbados with some respect. For as long as I can remember the people always had problems with the BWA. No matter what complaints were made to the politicians, nothing was done. The people have had enough and it's time for change.
Concerned has a point! : 11/21/2009
The real issuses affecting Barbados are being dodged by our PM. He uses his svelte speech and diverts attention to things that at this time are rather insignificant. The major issue right now is the poor state of the economy and how he plans to tackle its recovery. Yes the BWA is in need of a shake up, but its a known fact that there is poor service in all government departments and they drag their feet at almost any possible time. The PM is merely using the BWA to hide the fact that he doesn't have a clue about what the next move for economic recovery should be, but he is too proud to accept help from our former Prime Minister. God save us.
Lest we forget all the promises about the cost of living that he made back during his election campaign. Come on people, focus on the real issues here.

Not only BWA : 11/20/2009
When you're through with them, the Licensing Authority needs the same treatment

Let Down by The Prime Minister : 11/20/2009
The Prime Minister knew what condition the water authority was in and instead of dealing with it he decided to increased water rates by 60%. He and the minister of drains should return the water rates to what they were and both of them should do the honourable thing and resign. We are disappoint in you Mr. Prime Minister
It's About Time : 11/20/2009
Over a year ago I voiced my convers over the situation at the Winward Gardens Area in St. Philip.
When I am visiting my property at home I find it so frustrating with the water situatio and always wondered why no changes come about.
I say Mr. Prime Minister do what you see fot and remember that you were sent by the general public and they need your voice to support them.
From Charlotte NC, I am 100% behind what ever you do to right this ship. For too long these guys have been ineffective.
Thanks in advance for what ever decision you make.

Deal with them : 11/20/2009
Goverment before never deal with the Water Authority. Now the Prime Minister is going to deal with them someone comes up and talk crap.
You can never please all the people. You need to deal with the Sanitation, Transport Board and others.
BWA : 11/20/2009
they are almost as bad as L.I.M.E or worse
Time to get tough : 11/20/2009
Why are you disappointed,P.M? they are all across the Civil Service. Get rough and tough. Stop smiling and speaking in charming tones with you swelte voice. After that move out a few - second, transfer, dismiss, redundant, lay off. Do it from top to bottom, 'tek out' the yardfowls too.
Retired
BWA : 11/20/2009
It does not take any rocket science education to be able to see this. Only one year of dissatisfaction? The entire public of Barbados was fed up and dissatisfied with the service and the lazy don't care attitude at the BWA long, long time ago, try to imagine our level of frustration. What is of interest is the solution and the "radical changes". I am only sorry that one cannot dig one's own water well or catch the water off the roof to use in the house. I don't think we could do any worse off.

put the hammer down
Threaten to fire a few : 11/20/2009
Dear Mr. Prime Minister, Please threaten to fire a few non-performers and sit back and watch great things happen. It still amazes me that we have the cleanest water in the world, (except for a few triazines that run off from our golf courses and ag fields), yet we cannot maintain a satisfactory delivery system for 260,000 souls. This is a low hanging fruit for the PM.
MR.PRIME MINISTER WHY ARE YOU SURPRISE : 11/20/2009
MR.PRIME MINISTER why are you so surprise at what have happened over the last year at BWA?
This humble PLEBE and other Barbadians have said in BLOGS in this Newspaper and Radio talk shows that unless the whole Management at BWA is change there will be no improvement
in the service to the PUBLIC. In one of my BLOGS I said you as PRIME MINISTER had to have the guts to remove the top Management at BWA. If you had the guts to do it at the time you would not be regretting anything now. If Politicians would listen to the uneducated sometimes they would be able to solve a lot of problems easily and save themselves a lot of embaressment. Please rid BWA of the humbugs called Management. If the head is useless then the whole body is useless. Ah gone
Change : 11/20/2009
Yes Sir do what you have to do. It is long overdue. It is time for change. They are a bunch of non-productive people. They talking about saving water and when you call them for a burst pipe they take weeks to respond
and when they come they come after four-o-clock so they can make over time.
Overtime Flows through BWA pipes : 11/20/2009
Maybe the Prime Minister should start by cutting back on the financial vote to the BWA. How ofter have these workers "limed" during their normal working hours, and then started working after normal hours to incur overtime?
I believe management of the BWA would have seen this trend too.....and it was going on for years.
Entirely Dissatisfied : 11/20/2009
I missed this press conference. Did anyone ask questions about CLICO or CBC? Should the PM be telling the sitting Minister about the radical changes that are necessary or the other way around?
BWA Standoff : 11/20/2009
Is this the PM's excuse for the 60% hike in water rates on poor people that implemented an extra for water quotas? Is this the PM making an attemt to change the conversation from the recent S&P credit report that showed a retrogress under his rule? Is this a case of poor reporting since there was no mention as to what the PM felt were the shortfalls or better put the real concerns at the BWA? This sounds like the PM has found a soft target in an attempt to change the conversation and divert attention from the real issues at hand. Jobs and the economy. Let us have an honest conversation here. We cannot continue to avoid discussing JOBS, Economic Progress and Ideas to help us in these areas. I am worried that the PM is very inconsistent in his approach as the head of government. When it was convinient he harped on Immigration, then it was the blame game that the "others" were at fault, now it is a soft target "BWA", next it will be the West Indies team. Get to the point of job creation and economic recovery please? Mr PM while you dance around the issues, people are hurting, businesses are sufferng, the unemployment rate is rising and services are declining. Not good in my opinion.
