She's had it with UDC

The dilapidated house where Joycelyn Adams’ three children and ten grandchildren live.

Published on: 11/20/2009.

JOYCELYN ADAMS FEELS as if she is being given the "runaround" by the Urban Development Commission (UDC).

She lives in a small house in Evelyn Avenue, Bayville, St Michael, while her two adult daughters, son, and ten grandchildren aged two to 16 years old occupy an old dilapidated house in the backyard.

Last year when her yard caved in, then director of the UDC, Startston Lavine, visited the family and expressed shock at their penurious conditions and said new houses would have to be built for them.

But to date the family is still waiting to be housed, and a frustrated Adams said since Lavine left the UDC, those plans no longer seemed to be on the drawing board.

The 66-year-old woman said she was recently informed by the commission that it had neither land nor house to provide for her huge family.

She said the UDC also offered to build the family a duplex on the spot where they now lived, but she refused the offer because she was getting old and needed her own space.

"I do not mind if there are two separate houses, but sometimes I can't take on all the noise," she stressed.

But she said the family was in need of urgent help, as only two of the adults worked and their salaries were barely enough to support the huge household.

Adams explained that her relationship with the UDC went back to several years ago when it began constructing waterborne facilities on her house. However, she said the contractor who started to build it never returned to complete the job and after a few years passed, she turned it into a kitchen. The area though is so small and congested that there is not even enough room for one person to manoeuvre.

Last year the UDC also provided the family with a potable toilet, but Adams said that too does not function properly because too many

people are using it.

"Right now it needs a pump and the people have to come almost every week to pump it off," she stated.

The house that her children and grandchildren occupy in the backyard is also in a shabby state and falling to pieces.

"All they can do is sleep in there," she cried.

Adams said she was fed up with how they were being treated, but was holding on because the family could do no better.

"I am getting the runaround. When I call UDC they tell me to call my representative Patrick Todd and when I call Mr Todd, he tells me to call the UDC. I have to get help from somewhere. I am tired of them. If I could help myself I would not go to them!"

When contacted, UDC director Derek Alleyne refuted everything Adams said.

He explained that the UDC had already received Town & Country Planning approval to build a duplex on the spot for the family, but Adams was unwilling to have her family continue to live with her.

"We wrote her asking for permission to build a duplex for the family. She did not want that. She said she wanted to be by herself.

"We cannot give her a house and leave her children and grandchildren out in the cold. We are helping the entire family.

"There are a lot of them and the children go to school in the area; we do not want to uproot them. Until she gives us the permission to build there is nothing more we can do, because we do not have any land," Alleyne said.

This is sheer nonsense. All the big homes and sprawling golf courses in St. James and gated communities in Atlantic Shores and land and money going to athletes and you can't find some way to build a home for these people. What crime did this family commit? You mean to tell me that nobody can help them? Let the tourists coming to the island see "Evelyn Ave" as a tourist attraction. UDC and Patrick Todd should be ashamed.

UDC and Todd should be ashamed.

I disagree with Barbajan in SE London as a fellow Londoner I think this woman does not need to write letters to who ever she needs to get her selfish family off they lazy backside and to help themselves the UDC offer a duplex they could have taken it and then this lady's adult children try to help themselves they have the ability to keep reproducing then they have the ability to work and improve their living conditions.

Common Sense : 11/26/2009

It is said that for some common sense is not so common.I have to agree with the person in England. You mean to tell me,that none of the fathers of these ten grandchildren care enough to provide proper housing condition for their children.I hope that they do not have different fathers, because that would be a disgrace upon both them and the mothers. Why do people think that they should just sit back and wait for a handout from the government. Why should it be suggested that David Thompson and his government be put to shame, they did not get these children.
I do not blame the mother for not wanting grown women, and men with ten children to continue to live with her, they should be on they own with their children.
What does Human Right Commission have to do with they living condition, no one have them chained in the backyard, without food or water, or making them work from dusk to dawn, any ill treatment they are doing it to themselves. They need to get up and get. God promises to help those who help themselves

To BarBajan in SE London the cold got your brain numb or what .I am no Thompson supporter but what shaming you talking about .Will Barbados the same one you claim yo ucome from be shamed . This woman clearly does not want the housing offered . She is supposed to tell her children to leave from around her .Where the sperm givers in all of this picture ?They cannot see the condition of the house their off spring are living in ? They only see the holes ?I am sure Mr.Alleyne told her what a duplex was . I am sure there are families without houses due to fires .Where was the same UDC? They even give her toilet and she got the balls to say that because too many people using it it is not working ? These children cannot work but could procreate like rabbits .As i see it The Adamms family need the family planning ,the geriatric hospital and some good jobs . While you are praying barbajan in SE LONDON pray for Them to be thankful ,pray for jobs for them and that the persons who are helping them to multiply so rapidly to leave their presence .

But what is a duplex? : 11/25/2009
But is a duplex not two houses that share a common wall? How different would that be to living in the backyard? Why would she turn down a duplex to maintain current living arrangements and then claim to be frustrated? I am confused.....

Generational Curse : 11/24/2009
We have to break them curses ,and stop depending on the government because of an X . You mean no one in the back yard can write a proper letter to the Human Rights or the Queen of England showing picture of the house and put David Thompson to shame .
People would say the the lady worthless ,but a lot of Barbadians in the 1950-60 write they name of history page and what both governments done ,stick them in a corner
I will pray for them :Father God i wil like to break that generational curse from the ADAMS family , I ask the you enable Mr ADAMS to change her ways and have the government carry out they duties ,and her stubborn ways of thinking and as the house is build you blessing with be within and the family be direct in you path AMEN
Godd bless

10 Grandkids OMG : 11/24/2009
Maybe the woman know if she gets a duplex the kids wont stop popping out kids, but she should take what she can get. As far the children they don't love their mother cause u see your mum in that position and you keep bring home babies. They should have tried to help the mum fix the house . Jesus lord rap it up, birth control, or just don't have sex.

: 11/23/2009
I agree with HAD IT WITH THE NOISE. Grandma has raised and moulded the kind of children she now has. She and they are the same and deserve each other and should stick together, but somebody should save the grands before we have a third generation of losers........

House : 11/23/2009
This is miss Gimma .Since she does not want the house i will need it .Mr Alleyne I am not picky i just want a one bedroom house .I want a biplex if you know what i mean .How soon will i be able to move in .I hope before xmas .I do not have no famile to resite and the two girls that are of school age live with their mother .Looking forward to my new house .

Only in Barbados : 11/23/2009
Wow, only in Barbados can someone try the crap that this lady is doing. She makes it sounds like the Government owes her and her family a house. She wants to be by herself? Good, leave her and the family alone and let them fix it themselfs like anyone else in any other part of the world would have to do. Some Bajan amaze me, I wonder why she and the family let it get that bad? If you and your kids were smart, you'll should have done something about this about "16" Years ago "hint" should have stop having kid if you can't provide proper home and shelter for them. Birth control is cheap, use it. you and your kids needs to get off ytour BUTTS and take care of yourselfs.

Hard working Bajan

To Looka here : 11/23/2009
To Looka here: You are getting the story wrong, read from the beginning, not the middle. I never said anything about giving anyone a single house. I suggested that the UDC should fix the existing house, not the shack in the yard either. No one ever said anything about accommodating big able-bodied, hard-back, parasitic, adult "children". In fact if you would read correctly, you would see that it is my belief that all adults should PAY their own way as long as they are not ill or mentally challenged. They should also stop "the begatting". I have to pay my way as well as taxes so that the UDC can think about giving people free duplexes. It is up to The UDC to lay down the law and tell her to put out her grown children, not me. Maybe if she had a pet, I would consider adopting it first.

Poltergeist

: 11/23/2009
This woman was offered help it might not be what she had wanted but it was offered if the case is she does not like living with her offsprings then ask them to leave and live by herself. She is lucky the UDC offer to build a home for her and her family. Where does she think ths money is coming from to help. It is from all of the hard working tax payers in Barbados some of whom would glad of the help she was offered by the UDC. The UDC should move on to someone else who is need of their services.

Don't Refused Your Family : 11/23/2009
This lady refused the duplex most likely because she does not want to have any room to accomodate the trail of problems that now exist. Please get some where for her is she over 65 years old. Let the first and second generation of family get their men and women move them out of the run down house if they are so helpless.

Refusing an offer : 11/22/2009
The attitude of this woman makes me sick. Some folks are just ungrateful and firmly believe that they are entitled to what "they want" and not what they need. How dare her and her 2 grown a** adult children? UDC, please forget about her and move on to other people who are in need. I am sick and tired of reading about these ignorant a** people.

Here you are again, the government must house her 3 adult children and 10 grand children along with her. Tell me how many of them are retarded? How many of the adult children are married? Wait a minute .... of all these adult children and grandchildren, are any of them employed? While it is sad to hear of these kinds of stories one cannot think but wonder what manner of nonsense this all is. Is the government of any party called to be the welfare officer for people who just wait around and look up in the sky. This is absolutely disgusting. This woman speaks as if the government owes her something. I am sure that she and the four generations who live in that house at some point in time benefited from the governments free education, including free/rented books, free school meals, etc. Yes, they do need a home but these folk need to be held accountable. Maybe it is too late for this woman but surely the adult children and grandchildren out to be in school or out working. This freeness has to stop. If these folk are healthy they ought to be out there working.

Who wrote this article : 11/20/2009
I would love to know who wrote this article. Clearly the person needs to go back to journalism school. Where are the hardnosed questions for this woman and her loathesome posse? How you live in a house and see if falling down and not ask the son or one of the men that you welcome in your bed not to fix a pipe, secure a board, fix a window or something???? How did the journalist miss the real story here? The puff piece turns into stale bread when I get to the UDC's response and then re-read what she said again. I wonder if the journalist is this woman's family or friend because how is it that he/she missed the essence of this story when it is up front and present to everyone else. TITLE SHOULD BE: UDC offering help, but help denied!!!! or UDC not actively helping those who want it!!!! or Begging and choosing, who said you can't do both!!!!

How fortunate she is that she can turn down the offer of a duplex. I know people that don't have an offer even of a ride into town and she can refuse a brand new duplex built just for her family. Think about it!!! Our money will build the duplex on her land and she and her family will have title to a brand new piece of property without having to do a damn and she is saying NO!!! Listen, how many of us working hard day in an out and living home, can't afford to buy or rent anywhere. TAKE BACK THAT OFFER AND GIVE IT TO PEOPLE WHO ARE REALLY IN NEED AND ARE GRATEFUL. The money is going in people pocks. That is why Bajan all try to get off the island and try to make it in a big country, because the govenmnet is do not look out for it people. Why do their have bus and car stop talking about uproom, because Barbados is just a samil place. It is not that big.

Parasites : 11/20/2009
Why would this or any other family stop the mendicant attitude? Governemnt provided water, toilet facilities. If you wait long enough they will provide two houses too!! So, the message to the children is government will provide. This has me so angry as a tax payer. People who contribute nothing and extract everything whilst all the time my taxes increase. NIS ceiling will be increased from January 2010 -- so guess the Ms. Adams may get her two house after all and her children who are just taking up space, will get more room to have more children.

DISGUSTED!!

Only in B'dos : 11/20/2009
The government of Barbados over the years have done a lot to help the elderly and some folks who, to be honest you, should have been out there helping themselves. Compare Barbados with many other countries around the world and you will find that our government, though not perfect, has been very generous to our elderly. This lady in this article should not expect the government to take care of her, children and grandchildren. The latter has a responsible to provide for themselves. It's really the taxpayers that are funding these families. Definitely, the old lady should be helped but not her children and grandchildren. This is sending a bad message to rest of the country.

Wake Up UDC : 11/20/2009
It seems to me that we should be blasting the UDC. They are the ones promoting the sponging in this case. The duplex is more expensive than FIXING one little house. Over 65 is elderly, we still have a moral duty to them if they have been productive and paid their dues such as NIS/taxes and are now finding it hard with a reduced income. Don't forget that everyone did not earn enough money to put aside even 5% for old age. I know elderly persons, overseas too, who always had their own homes and now reside with children as they had to sell. In fact some of them worked long after the age of 65 to continue to make ends meet. Before one can smuggly talk, one need to call NIS and ask how much one will get every two weeks in pension on the present salary. Some young people are taking 100% mortgages and will complete payment at the age of 60. That leaves at least five more years to try to put aside something and God forbid that you loose your job at 61. That leaves you with almost nothing. Neither two houses nor a duplex are options to be considered when young people can work just like the rest of us. Fix the house and uproot the children if it is a way to break the cycle of poverty. There is nothing wrong with being poor, it is the attitude. All of us can relate to growing up poor or knowing someone who was dirt poor and still making it as productive citizens despite the odds. They now have some big houses too and parents in those days had many, many children, not 10 between 2 or 3. Even some of the now well to do persons walked to school bare footed and hungry with holes or patches in their clothing. Education was not free then either, only holding a good mind. You don't have to be negative minded as well as poor. Children do not have to live what they have seen. Either let Mrs. Adams children look for their own accommodation or help them with a RENTAL. One knows that rich or poor the rent or mortgage has to be paid as you have to live somewhere and not under a bridge, only trolls do that. At least these three young persons would now set an example to their children by going to work and paying their way like anyone else.
ALZIMA'S too funny.

UDC and Leaches : 11/20/2009
The government should remove able-bodied persons from the rolls of Welfare and make them work. It sickens me that these people are sitting on their hands and waiting for handouts from the government. Please send a message to these people that the tax payers are not responsible for able-bodied men and women. Any support should go to the minors and in ways that will prevent the parents from leaching off the benefits. If this woman is a pentioner, remove her able-bodied children from the home and build her a house with one bedroom and a small living area. The audacity of these people! Send a message to all those lazy, good for nothing Bajans that do not want to work: "If you do not work you will not eat and consequently you will not have a home."

Happy lot : 11/20/2009
Well well well, if the story coming from her and Mr.Alleyne are true i want the duplex instead . You want to tell me we in this country get so good that we are not only asking but insisting and being very very picky about what we want? Are all the adults in this story disabled ? If that is the case there is a place for them i am sure .If miss Adams cannot provide for herself and has all the worries the district hospital is there .Innocent children are involved who did not asked to be born but will suffer because of this lazy lot .The cycle will continue .You know why this will always happen ?We live in a welfare state .We give strong young and sometimes old old and ready to meet the maker persons houses .
Yes !seniors need their independence but when you are going to build a house for a man at 84 what do you expect.Te family he never had will take up residence .All the welfare to work programmes we have for the young the real needy persons still do not go .Why? After all uncle Barbady will supply their needs out of taxpayers life myself .

No apologies, this family is a bunch of no-hopers. Those children of Ms Adams need to spend less time on their backs and backsides and try to make a life for their families. WHERE ARE THE FATHERS. I can't believe what I am reading. The UDC has offered Ms Adams accommodation but no - that is not good enough - she wants separate accommodation from her children and grands because she can't stand the noise. You should have been apreciative of the help that the UDC has offered YOU. For your information, the country does not owe you nor your family a living. Whilst I agree that the elderly and those unable to help themselves through ill health should be looked after, I do not believe that you or your family should be given any help since you do not appear to fall in this category.

I grew up in this area. I know as a child this area caved in from time to time and government needs to take a look at it considering the Brittons Hill tragedy. We always heard that a cave led to the Hilton Hotel. My other point is that a family who has been poor for years and has nothing to uplift itself despite free education, but insist on helping the poulation boom, should not expect handsout all the time. I am sorry for the little ones who don't deserve to be a part of this.

Bajan/Canadian : 11/20/2009
Bajan/Canadian, the old lady knows full well what a duplex is. She does not want them at her or even around her, she had enough. There must be some reason. It is obvious that these grown children are of no help to her. How many bedrooms do you think would be in the adjacent unit? She will end up with half of them in her unit "mashing up her things and still keeping noise". I remember my own Grand's frustration when some of her children had babies each and every blessed calender year, in the same house. While they were waiting for her to come home one evening, she was in another county in a nice little furnished studio apartment, without room for visitors too. She left them all the furniture, pots and pans. That is called tough love, they woke up, stopped having out of wedlock babies, got married and are still doing quite well for themselves. This old lady is not fussy, she wants a little house with indoor plumbing, a yard, vegetable garden and peace and quiet in her old age. Don't forget the fence and gate. That is not a burden to taxpayers. We don't know the rest of this story. She does not want thirteen other family members right next door to her. That is a lot of "noise" either in English or Bajan dialect. I still believes she loves her family though.

JOYCELYN ADAMS! Why at 66 years do you want to live alone. I smell a bad odour in this story. Tell your lazy children to stop multiply and get jobs. At your age mom they should be giving you an allowance and you should be home tending your kitchen garden. What lessons have you past on, to them BEGGAR'S MENTALITIES. The UDC owes your children or grand children nothing. As a matter of fact, they owe you nothing neither. People should learn to provide for they old age. I hope your grand children with the free education and clinics in Barbados, learn from your plight; and study hard to make a decent living. Where they can be proud of their heritage. BREAK THE CURSE Miss Adams: DON'T PASS IT ON. Take what UDC gives you and thank God for it; because they owe you NOTHING.

Missing from this story is the marital status of those that live with her that produce ten grandchildren and what is done by their parents both mothers and fathers to correct this situation, to give her the houses she think she should have, would be supporting irresponsibility, at age 66 two adult daughters a son and ten grands, what will the numbers be ten years down the road? Does it still takes two to make a baby?

Why don't someone explain to her the meaning of a duplex. She can still have her privacy if there is a duplex. Well done, I don't think she needs the help that badly if she is going to be that fussy. Again, wouold someone explain to her the meaning of a duplex and at least show her what it would look like in order to set her mnind at ease. I can understand what she is going through with all the bodies ane the noises as well.

Give The Old Lady A Break : 11/20/2009
What happenened to the six hands of all the adults living on that property? Are they ill? Let them wake up and help themselves. This is sending the wrong message. I would be better off building a shack in the bush up in the hills and calling the media and my parliamentary representative to get a free duplex (one section for the now lone pet). I certainly could not build a shack in my mother's yard, I would find it in the road and the beloved pet looking through my mother's window. I would not have to get up every day and head through the pouring rain with a sinus infection and on medication too (like yesterday and today), to now sit here with one side of my face feeling numb, as if I will get a stroke, sneezing and sniffling reading about this planned misappropriation of taxpayers money. I have no problem or quarrel with helping out the old lady who wants to be "BY HERSELF". It seems that some one is not listening here. House the rest of the family in a Government RENTAL unit somewhere else. She is tired of all the "baby-getting" nonsense going on around her. Give the old lady a break, she has a right to be finally free of parasitic adult children. All three of them cannot be ill or mentally challenged. Let these three big able-bodied citizens in my age group (the old lady is the same age as my mother) get off their laurels and help themselves and their children. The bottom line is that Mrs. Adams does not want to have them around her anymore. This is not a dictatorship.

Derek Alleyne “the UDC. . . approval to build a duplex on the spot for the family, but Adams was unwilling to have her family continue to live with her.” This lady seems to be a very ungrateful person. She is refusing to have her own family live with her? She needs to cherish the family she has and be thankful for them because one day she might need them. I strongly believe that such an ungrateful person should not have a free house at the expense of the Barbadian tax payers.

She is what i call UNGRATEFUL. She wants to be a beggar and a chooser too.
Take what is being offerd and be satisfied, after all those are your children and grandchildren. Seems like you have no heart

Beggar and chooser too : 11/20/2009
This is what is wrong with Barbados. We think that ..somebody owes us a living. The goverment should put the other family members with children in a goverment unit and forget about that silly lady, she is something else.

Good job lady, you want to be a beggar and chooser at the same time. I can understand not wanting to live with your brood but I wish somebody would GIVE me a house. The noise wont be nearly as bad in a bigger place. You want what you want that you cant afford or you want nothing and you don't have a pot to ...... in. Good job lady, you tell them.

Joycelyn Adams, tell your adult children to go find somewhere to live and stop breeding so many children who they can't afford to house, expecting you in your old age to look out for them. Seems as though these able bodied people are hiding behind older folk to make a life for them. Everybody in Barbados has a chance, it is called education and it is free.

beggers can't be choosers

Sponing mentality : 11/20/2009
Are some of the adults in this household sick, physically or mentally challenged or are they just work shy and downright lazy? I am sure there is work available in Barbados but some folks refuse to look around and find it because of lazyness or pride, too proud to do certain jobs to support themselves. Look around Barbados an see the overgrowth that needs debushing and yet it is difficult to find people to do it but it is easier to blame Government for their plight. By the sweat of our brows we shall eat bread i.e. if we are able bodied. There is an old saying that beggers cannot be choosers, this lady has REFUSED the help that was offered by the authorities, she want, or demands, her own house on the site, yet she is living in that delapidated house and is enduring those conditions. Forgive me if I appear to be unsympathetic but there is a limit to what the Government can do, people must learn to help themselves otherwise it would be grossly unfair to those who do try to help themselves and not adopt the sponging mentality that is creeping (has crept) into our country.

Government agencies work too slow because of bureaucracy. Too much Bureaucracy leads to corruption.

BRUTUS

: 11/20/2009
Again, adults living with the elder parent in horrible conditions and kids to boot. What are these adults doing to improve their situation other than waiting on the government and the system. Utter shame

She's had it with UDC : 11/20/2009
This is a simple case of beggars and dictators. Asking for help and dictating what she MUST get sad.
Also, poor people need to get the amount of children they can afford, and not have to lean on others for help.

She's had it with UDC : 11/20/2009
are the young adults living in the house somehow disabled? That's the only question I have...

Wondering Mind

Duplex or not : 11/20/2009
What does Joycelyn Adams think it is, at 66 years she is still a relatively young woman. Why does she think any government should give her and her family free housing when we are out here working hard as hell to pay for ours. Family planning is free, why are they getting so many children in this day and age, with nowhere to put them? Why can't she live in a duplex, should a government build her 2 houses, I say NO WAY.

She cannot really want help : 11/20/2009
She cant really be in need of any help. Furthermore in a situation like that no person(S) should be having ten children when there is an obvious lack of space and then wanting a handout..
It is nonsense

I would like to know what this woman was doing FOR 66 years .play the fool and now want the Goverment to house her and her large family. NO send a message to her family now When you are Young you may get old so provide now. 10 grandchildren, Two houses no way.

She's had it with UDC : 11/20/2009
I don't think Ms. Adams has had it with UDC. I think UDC has had it with Ms. Adams and her bloody children. Here she is being offered a duplex and refusing it, it has to be on her terms. Hell no! I am sorry Ms. Adams, you cannot be a beggar and a chooser at the same time. If UDC wants to build you a duplex be thankful and not asked for one for you and one for your children and grand children. In your admission you said you are refusing the house because you want to be by yourself. Tough!!!! One cannot always get what one wants. That is something personnal you have to deal with. Why should the government negotiate with you. Are you paying for these houses? I did not think so. Be thankful to get some place proper to live and stop complaining you want one for you and one for your hard back men and women(children). If she does not want the duplex UDC will provide, tough luck. Get over it. It is not what you want it is what they are giving to you to help your family. I think this ungrateful attitude will cause you to lose out a proper place for your grandchildren to live. Get a life and stop aiding your children. If they cannot afford these children they should not have that many and still depending on you.
