Driving force behind pension reform plan

An appreciation of the life of Stephen Aleyne submitted by the National Insurance Office.
A large part
of Stephen Alleyne's legacy will no doubt be his contribution to national development.
The chairman and members of the National Insurance board along with the director, management and staff of the Naional Insurance Scheme (NIS) unanimously agree and endorse the sentiments expressed by Barbadians about his sharp intellect and methodical and genteel nature.
We can also firmly attest to, and have intimate knowledge of his indelible and invaluable contribution to social security in Barbados in his capacity as deputy chairman of the board.
For 11 years (1994 - 2005) he served under the chairmanship of Sir Henry Forde. In fact, following the ninth actuarial review of the scheme, he was appointed as chairman of the sub-committee on Pension Reform and is commonly credited as the driving force behind the successful implementation of that programme.
NIS resident actuary Richard Nunez, who worked with him on the pension reform exercise recalled that "Stephen had a genius for converting very technical actuarial concepts into clear but concise formats".
His delivery skills were excellent and were effective to different groups whether he was presenting to business, technical or any other group.
He also possessed a limitless ability to take biting criticism and answer it in a gentle and more than satisfactory way.
He was particularly concerned that all comments and objections of persons from all walks of life should be "documented and addressed".
As one of the island's prominent actuaries,
he was described
as articulate, highly analytical, detailed, and one who possessed a great facility for obtaining unanimous decisions
from diverse groups.
The chairman, members of the board and the management and staff of the National Insurance Office extend heartfelt sympathy to his family and friends.
