THE PEOPLE'S EMPOWERMENT PARTY (PEP) was not the first entity to warn Barbados about users' fees
in health care.

"We warned Barbados in 2003 that the age of users' fees was upon us and we were criticised. Some organisation named 'PEP' is now claiming it is
