WORK THAT ONCE took three months at the Government's Land Registry Department now takes one day.
Yesterday, Juliete Agard, director of the Data Processing Department in the Ministry of Civil Service, said this has been made possible through an eGovernment initiative that was undertaken within the department last year.
In fact, the eGovernment solution has not only made searching for titles and creating land registers, certificates of titles and certificate of charges a much shorter process, it was nominated for the Excellence in Electronic Government Awards (excelGOV) 2008 across Latin America and the Caribbean.
She broke the good news of the Land Registry's improved efficiency at an event sponsored by Microsoft West Indies on eGovernment Worldwide Best Practices at Hilton Barbados, St Michael.
"The eGovernment solution has been a source of great pride to the department as it has increased the service delivery in several areas from an average of three months, in many cases, to 24 hours," Agard stated.
The Land Registry supports economic activity by "facilitating rapid, secure and reliable land dealings", mainly by providing an efficient information service.
She pointed out that the new eGovernment solution "has contributed considerably to the reduction in the time taken to perform searches of titles, as well as the time taken in the creation of land registers . . . certificate of charges and official searches".
The senior civil servant admitted that before the current system was put in place, the Land Registry did all of its searches manually.
"Index books were updated manually, maps were photocopied, and the registers, certificates of charges and titles, as well as the official searches, were created by stenographers using typewriters," Agard added.
The significance of the new time and cost-cutting electronic system has been particularly visible in the Land Registry's land registration and tenantry programmes "by providing security of title to thousands of occupiers who have no legal documentary title to land".
"By doing this, the occupiers are able to access financing to upgrade their homes, thus improving their quality of life and eliminating the worst visual and tangible aspects of poverty", she noted.
The Land Registry Department's website also allows for searches of land records from 1970 to the present.

It is great to see that the Land Registry is complete now may I see an attempt made by The Ministry of Education to update their files so that past teachers can recoup any gratuity to which they are entitled.On my enquiries I was informed by a senior personnel on many occasions," I wont be going into a dusty cellar to look for your records."So I have given up hope .Yes I said a senior personnel officer of the Ministry.God help those who are in need of it

Is the website http://landregistry.gov.bb? I have tried and it seems like it has problems of some sort. Among a few dead links, I found database search that told me it was last updated in 2006 and would not allow me to do a proper search. I hope I am the wrong place after reading this article...

What amazing encouraging news!!! Does this now mean that those of us who call, email, fax, write, and make numerous visits to professional legal crooks, sorry, lawyers, will finally see some action being done. Does this now mean that those who have waited 30 and sometimes 40 years to have lawyers settle simple deed matters can finally look forward to some actual work being processed, simple forms being signed and stamped and notarized, wow, I almost feel like I can breathe but am afraid to, I am still not willing to take the chance of expecting success; this is after all still Barbados.

Congratulations on getting your land registry websit eup and running and having an electronic document system. I work in local government here in the UK and we have direct (paid for) access to lthe UK Land Registry documents. This is a fantastic tool when we need information on who owns a piece of land or a property often at short notice and enables us to serve legal documents on the correct people. Good Luck with your system and making it available for your government workers in the future.

Looks like the website may be having a few teething problems at the moment; but if you try this link http://landregistry.gov.bb/AgreementForm.htm and "accept the agreement" you may find yourself going a little further along. The problem appears to lie in presenting the Menu.

If all of the new technoogy proves to be so effective is there any hope for the families of Glebe Land, St. George to finally get some light as to when they can become owners of the land they have been occupying and paying rent on for ofer 50 years. Don't forget how long they have been waiting to set the house in order. They want to improve their standard of living also. Don't forget about the Land Tax act. It is time to give these people justice.

When will the processing time improve for the Town Planning Department? That area needs to be seriously looked at also. I would say a 2 yr wait and still waiting is totally ridiculous.

Congratulations to the Director and staff of the Data Processing Unit. It is to be hoped that in the not toodistant future the same can be done for other Govt departments. This is much needed in the Justice System. I look forward to something hapenning there soon,since the wait has been too long. Barbados is moving along. YES WE CAN!!
