Report: Barbados least corrupt in region

Published on: 11/18/2009.

BARBADOS IS the least corrupt country in the Caribbean, according to Transparency International.

In their 2009 Corruption Perceptions Index (CPI) released this week and listed on their website, the country ranked 20th behind Britain and Japan which both tied at position 17 and the United States which was ranked 19th.

New Zealand ranked number one in the world with a confidence rate of 9.1 to 9.5, while Barbados' confidence range was between 6.6 - 8.2.

Two places behind Barbados was St Lucia at number 22, followed by St Vincent and the Grenadines - 31; Dominica - 34; Puerto Rico - 35; Cuba - 61; Guyana, 126; and Haiti tied with Iran at 168.

The CPI score indicates the perceived level of public-sector corruption in a country/territory. The survey is based on 13 independent surveys.

Information taken from their website states that "among the 31 countries from the Americas included in Transparency International's (TI) 2009 Corruption Perceptions Index (CPI), ten scored above five (out of ten) while 21 scored less than five, indicating a serious corruption problem. Overall, nine countries failed to exceed a score of three, indicating rampant corruption.

There were 180 countries on the list.

"Canada and the US are the best performers in the Americas, ranking eight and 19, which compares with Britain at 17.

"In the group of countries which score above five, Canada remains at the top of the list. It continues to be among the ten countries with the lowest perceived levels of corruption worldwide, serving as a benchmark and inspiration for the Americas. Chile, Uruguay and Costa Rica are the only Latin American countries included in this group, although with lower scores than their Caribbean neighbours in Barbados and St Lucia.

"Once again Haiti, the poorest country in the region, ranks at the bottom though its score improved modestly from 1.4 in 2008 to 1.8 this year," the organisation said.

"Although each country has its own particular context, across the board the effects of the financial crisis and the subsequent economic downturn have highlighted the crucial importance of governance in the private and public sectors and in relationships between the two, particularly in respect to stimulus packages which are already pumping large amounts of money into badly affected economies." Now you know! : 11/23/2009
The CPI is relative. We complain (and rightly so) about the level of corruption we perceive in Barbados. However, for a minute think about how much worse it is in the other countries ranked below us. I know from personal experience.
So while we must always maintain our vigilance we should still appreciate our situation. It could be much much worse.

Higher Idiot : 11/22/2009
To "Higher Heights" get off the yard fowl high horse. The only reason why "not a bo aint get lock up" is because of the never ending red tape and loop holes in this system of ours. If you take your head out of the clouds for a moment and allow the fog to dissipate you may recall all the discrepancies outlined by the Auditor General just a few months ago. So in essence all is not well. Was the Auditor General also misleading the public? Get your facts straight the next time you enter the rum shop and maybe skip the corned beef and biscuits.

Corruption Perception Index : 11/22/2009
Please people, the Transparency Interntional survey of business people and experts is aboout the PERCEPTION of corruption. We all know that there is a huge difference between perception and reality. But the raning is good for possibly being the final decider why a business may come to Barbados rather than another Caribbean country....or maybe not! Remember the European company that had a specific budget for greasing the wheels?

SCEPTICAL

Mek muh laff : 11/22/2009
Oh yeah?? So Barbados is the least corrupt in the region? Is CPI aware of the many crooked lawyers that are in Barbados? What about the dirty politicians and police that govern this place? This is a real joke and although we might be the least of all evils, Barbados has a long way to go to fight the corruptions that we Barbadians damn well know exists in our shores.

Doubtful Dame

Perceptions of corruption : 11/22/2009
It would be nice if the analysis was consistent with what the report actually says. It measures the PERCEPTION of corruption, and in the PUBLIC SECTOR ONLY. It does not measure actual corruption. Barbados may be more corrupt than other countries, but good at covering it up.

Dennis Jones

This report is merely a poll : 11/22/2009
of local people. It isn't completely scientific. The most corrupt areas in Barbados I would say are some attorneys and Land titling deals when it comes to the Government. http://en.wikipedia.org/wiki/Corruption_Perceptions_Index

J. Payne

this prove David thompson was In-Correct about the BLP : 11/21/2009
Well, WELL,WELL, this report sure make thompson pre-election statement in-correct. How is it the BLP was said by Thompson to be so corrupt and mismange public money and yet to date , after all thompson called forenic investigations , NOT A BOY ANIT GET LOCK UP?
THese two facts bear out thompson as mis-leading the public in his quest for the seat of prime Minister.
DLP just smoke and mirrors,

Fuh Trute : 11/21/2009
By the way, I was wondering, how would this apply to builders passing envelopes of cash to officials who allow them to "pass inspection" on weekends before they go the the radio stations to promote their stores, hotels, etc. How does this apply to the nepotism and cronyism that runs like a vein through this country.

Just Asking

Really !!! : 11/21/2009
I suppose I should be proud of this but .... in the face of the extremely poor customer service here that makes one want to hang oneself I will hold off on the celebrating. I will celebrate when civil servants actually respond to queries in a timely manner, I will celebrate when lawyers stop stealing from and taking advantage of us and raking us over the coals, I will celebrate when said lawyers and doctors are held accountable for their crimes just like the rest of us. I will celebrate when bank workers stop spinning around in their chairs and talking amongst themselves when the lines of people waiting to be served is almost out the door. I will celebrate when the powers that be stop building hotels in an already over saturated tourist resort. I will celebrate when we take a bit more initiative in leading rather than following the world. I will celebrate when we get back to taking care of our old folk and refrain from taking advantage of them in their old age. Yes, I think I will wait before I celebrate this .......... lack of corruption???

just wondering.. : 11/21/2009
Bless!
I would like to know the leading countries and what we could learn from them?

: 11/20/2009
The aim is to keep Barbados this way and also to continue in stamping out corruption as much as possible

Corruption : 11/20/2009
In today's world corruption is faster than the eye can see.All it take is a computer, cellphone and charge card. It's not simple if you do not have monitors, tech personnel and telecom security which would be supplied by our Coast Guard and Customs Service.Training is the major element in counteracting today's corruption.

Read & Understand : 11/20/2009
To Shame Faced Bajan......please the article again & try & understand it for its worth. You stated "it means we're still counted among the corrupt countries"..... well while you're at it name a country that is not listed.....don't go to Oxford this time...try Tranparency International's website. Good job Barbados !!!

Easy/Delaware

Least to None : 11/20/2009
Wake up, the optional word here is "least". There is nothing much to cheer about unless the report said "Barbados Not Corrupt In The Least". We need to find out where the existing corruption lies and wipe it out.

Poltergeist

The Paliament should still have a FM / TV station. : 11/19/2009
I think the time has come that the proceedings in Parliament should be aired on TV and Radio like in most democracies. I'm brushing up on my Parliamentary procedure and I feel it would be a nice learning experience. Furthermore, the public has the right to know what decisions are being made by the government. Similar to "CSPAN" out of America, or BBC Parliament out of the UK.

J. Payne

least corrupt : 11/19/2009
It always was !! and we're trying to keep it that way but with the caricom open door policy, I don't know how long it will stay free from corruption.

POWER BREEDS CORRUPTION : 11/19/2009
Three Cheers for Bim..hip hip..hip. ..So proud to know that this little Isle in the sun when compared to others is lauded with such credibility. However, on the flip side we should not get it all twisted because there is corruption everywhere even in the churches. Power breeds corruption. Give a man some power and he would find some small way to use that power to his advantage..to misuse that power. Politician corruption is a fact of life. So just be mindful that corruption still exists in Bim even though not on a scale as high as in other countries but it is there nevertheless

PROUD BAJAN : 11/19/2009
THIS IS WHY I AM PROUD TO BE A BARBADIAN, LETS TRY TO GET EVEN BETTER

Corrupt : 11/18/2009
The Concise Oxford dictionery defines the word corrupt as follows:-Rotten; deprave, wicked; influenced by bribery( of language, texts, etc.)vitiated by errors or alterations; forms of bribery, esp. at elections. The report states that Barbados is the least corrupt country in the Caribbean, this is some good news but nothing to smile about or give ourselves a big pat on the back, for it boils down to the fact that we are still counted among the corrupt countries, and there are no little sins and big sins; sin is sin. I am ashame.

Corrupt : 11/18/2009
It is nice to read that, but a lot more needs to be done. There should also be a listing on what criteria was used for the rating. We need to climb higher. We have been in this position for a while. Get the bad elements out of Gvt. or where ever thry are. Good luck. Ego-Ottawa.

Are journalist overworked? : 11/18/2009
This is good news. However, there is nothing in this article that tells the public the criteria for ranking. What do we have or what is there the absence of that places us at 20 on the list? For readers with limited or no access to the internet to go to the TI website that would have made for a more cogent article.

Corrupt : 11/18/2009
Sounds like good news but please don't let this get to our heads, we are slowly getting there. We have a lot of corrupt people in Barbados and amount them are some lawyers and politicians.

: 11/18/2009
This is great news, but i wonder, if the politician in Barbados are not corrupt, then are they stupid to just give away the island to every company that wants to built a hotel???

philly m

Long way to go... : 11/18/2009
It's a great thing for the country be ranked in such a great position, but let's not be blinded by the fact that we still have alot of work to do. We need to get rid of the bad elements on every level and ensure Barbados is a force to be reckon with.

SO

I will enjoy rubbing this in even more now it is writting : 11/18/2009
Im so proud of my country BARBADOS, but lets strive for number 1.

msnewtoncrescent pinelands

Yes we can : 11/18/2009
Thank God, we know Barbados is still a good place. If only we could be rid of the few/small bad elements. We must continue to pray hard, have faith, trust God, accept guidance and and be thankful for small mercies daily.

We still have work to do!! : 11/18/2009
Pleased about B'dos ranking in all this. But let us not stick our heads up too proudly and behave like there is no corruption in our beloved country. We still have work to do!!

Where is the evidence of squeaky clean : 11/18/2009
In 2007 Barbados was ranked #23, in 2008 #22, but with St. Lucia ahead and now in 2009 we are #20. The point is, if the DLP said that the BLP was corrupt, why then is the DLP now in the same twenties (20's) as the former BLP government, even though the DLP alleges that it is "squeaky clean."
