

BARBADOS' water users face 10 000 service disconnections monthly for non-payment.
Prime Minister David Thompson made the disclosure recently while castigating consumers for not paying their bills.
Addressing Barbados Water Authority (BWA) staff and management at the company's temporary headquarters, Thompson admitted that the disconnection programme represented a huge challenge for the agency.
This was because BWA workers "must go on site to disconnect".
As for the reasons behind the non-payment, Thompson said some delinquents claim that the other utility companies are more aggressive in terminating service, or that there is no reward for early payment at the BWA.
Non-payment persisted even though for most householders the water bill was the smallest of the utility bills and a survey has shown residential customers agreeing that water is the most important utility, according to Thompson.
The Prime Minister listed the BWA's arrears at $26 million, saying residential customers accounted for about 60 per cent of that figure. (TY)

The people of Bim have to get their priorities in order [WATER] have to be #-1 of all the utilities. We need. it for just about everything.The BWA not the best people to deal with but they provide us with a very essential service, 26 mill is a big chunk of change from any budget if being aggressive is what it takes to collect then so be it cut them off like YOGI says connection fee to get back on line plus a standard first month in advance. BWA personnel are not the easiest or friendliest and i can understand why anyone will try to avoid them but withholding funds is not the route to take this way we all suffer and they know it that's why we get so much attitude from that office.

The very poor and the pensioners , many of whom maybe unable to pay their water bills should be assisted by the Poverty Bureau . All those who can afford to pay their water bills and have high arrears should arrange with the BWA to pay in installments if they cannot pay all at once .

Of 60% residential customers, we must determine the percentage that are determined not to pay such as those who persist in cutting locks from the meters,removing or burying meters underground. They should be heavily penalised. For the others in unfortunate and desperate circumstances, BWA must help them. Although we hear of payment plans sometimes they make little sense or the attitude of some staff is a turn off. Why not extend the time limit of a payment plan from two or three to six months, or even a year taking circumstances into account? If the Act/ law states three months, then it needs to be amended. Why tell a customer in dire straights that he need to pay of all arrears prior to reconnection. Isn't a longer grace period better than having more of us queuing at the door of Welfare Dept seeking to burn up more tax dollars? Isn't a feasible payment plan better than having our children out of school, because of unwashed uniforms or lack of a bath. For those with wrong priorities of course treat them differently. This can open much further discussion. Do you ignore utilities and purchase food for children when fathers fail to pay child support and the Court action is slow for many reasons or do pay bills and leave to kids to quench their thirst elsehow? My real concern though is the other 40% non residential accounts mentioned in the final paragraph. Lil country politics Yogi. Didn't they turn back on the water of a short, 'loud mout' bird man who feel he got clout, who went up there and behave like a cent kite while he still owed?. Then they look you and I straight in the eye and insist we have to pay all the arrears first? What does that say Yogi?

SO WHAT IS BWA GOING TO DO ABOUT THE ARREARS? STOP ALL THE LONG TALK AND COLLECT THE MONIES OWED.SEND OUT ONE FINAL DISCONNECTION NOTICE. THOSE WHO DON'T PAY CUT OFF THEIR WATER. A MANDATORY RECONNECTION FEE OF ONE HUNDRED DOLLARS SHOULD BE CHARGE. BWA AND GOVERNMENT NEED TO GET TUFF WITH THESE PEOPLE. THEY WILL PAY LIME,LIGHT AND POWER AND THEIR CABLE BILL. LET THEM PAY THEIR WATER BILL. I DON'T WANT TO HEAR JACK ABOUT POOR PEOPLE. "SOME DELINQUENTS CLAIM THAT THE OTHER UTILITY COMPANIES ARE MORE AGGRESSIVE IN TERMINATING SERVICE" LOL AH GONE.
