EX-COP FOUND DEAD

POLICE are investigating the death of the man they honoured last year as their oldest surviving gazetted officer - William Frederick Phillips.

They found the former assistant commissioner Phillips dead in his St Leonard's Avenue, Westbury Road, St Michael home early yesterday morning.

Friends said the 95-year-old retired cop and former senior Coast Guard officer, who lived alone in the two-storey wall house close to St Leonard's Anglican Church, was discovered under a bed, with his hands and feet bound.

The body was discovered around 6 a.m. during a routine visit by friends who eventually made their way into the house via an open back door after not getting a response to their calling.

"The house was ransacked, with drawers pulled out and furniture moved around," one family friend, who asked not to be identified, told the DAILY NATION.

Phillips was honoured at his home in May last year during Police Week.

He had joined the force in 1938 and worked his way up the ranks, reaching the position of assistant commissioner of police in the early 1970s.

Phillips retired from the force in 1974 and joined the Coast Guard. He spent two years in the newly-formed law enforcement agency before he officially retired.

Family friends described him as a tall, strapping man, stubborn in some ways, with a love for cooking cow-heel dishes and for solving crossword puzzles.

Former Coast Guard officer Mark Clarke, who worked under Phillips, called him "a very upright man, firm in his views and fearless".

He added: "He was one of [former Prime Minister Errol] Barrow's right-hand men. He used to go sailing with Barrow and Captain [George] Fergusson.

"He was one of the best divers and one of the best swimmers Barbados had. He also played water polo for Barbados, with people like Lorenzo Best."

Commissioner Darwin Dottin was among those who paid tribute to Phillips last year. He remembered Phillips as an "intimidating figure" in the Police Force.

At the time, former Assistant Commissioner Arlington Watson, who served as Phillips' divisional clerk from 1965 to 1969, described him as a man who "set an example to all of us in the division [and] inspired us to attempt great things".

Phillips is survived by his wife Gwen Phillips, and six children Wallace, Antoinette, Tony, Franklin, Frederick and Deborah Phillips, all of whom live overseas. (TY)

I had the chance to meet this man's granddaughter yesterday and she was telling the sad story and how they arrested three subjects. I hope that justice is done for the sadden event they have caused in this family's life. There is no way that this was an accident when you put a plastic bag on a man's head you know you meant to sufficate him.

First of all, I want to convey my sympathy to Frank and the rest of the Phillips family. It is annoying to see the comments made by some of you at this very tragic time. Put yourselves in the places of the children. Of course they all live overseas and have their own lives. My mother is 85 and lives a very productive life. Shame on those of you who speak about the children now coming home to cry. Please do not throw oil on the fire. This family is grieving. What has happened to compassion among the Bajan population? Why have you become so callous?

It's time for tributes : 11/19/2009
We have done enough bashing back and forth. Can we come together as true Barbadians and embrace the Phillips' family? We are getting ready to celebrate 43 years of independence and we need to show respect to the land we love so dearly even if we no longer live there. In response to your question OLD TIMER. What kind of questions are you asking? "Would Mr Phillips be any less dead if his wife or his children were living with him?" "If his wife was present in the house couldn't she have also been murdered? Answer this question. Is there such a thing as more dead? If Mr Phillips's wife, children or anyone else for that matter was living with him, YES, I believe(my opinion) it might've at lease put the thought of fear in the perpertrators mind, and they would've thought twice before doing this horrible crime. Who do you know will be so stupid to enter someone's home of residency, with so many people there? It would be crazy to take the chance! I'm sure the family would've felt a little better(In any case the gentleman is gone) if they loved one had die of natural causes, and not murder. So OLD TIMER, YOU are being ASININE, and also, I am not blaming the family. It's great some of the elderly can be independent, but how old do we have to be, to be considered elderly and to be living alone? No one knows the circumstances, unless unfortunately, we hear about situations like these. The only positive thing you said, is finding of the murderer\s, and the steps we all need to take to help combat the crimes towards our elderly. So Old Timer, don't jump on me too!

Would Mr. Phillips be any less dead if his wife or his children were living with him? It seems to me that certain comments were implying that if his wife was present then perhaps he may be alive today. But if his wife was present in the house couldn't she have also been murdered? From what I know of and about Mr. Phillips is that he is a very independent and set in his ways. What if it was his intention to live alone then how can you blame his family? Any inquiry into the presence or absence of his family members only serve, in my humble opinion, to satisfy certain peoples' maliciousness and is quite irrelevant to the murder itself of Mr. Phillips. The relevant questions, I believe should be what steps are being taken to find Mr. Phillips' murderer(s) and what steps need to be taken to prevent crimes against the elderly in Barbados.

After living to the ripe old age of 95 and counting, it’s beyond me as to why someone would kill this man. A man who contributed to our beautiful island, Barbados, with law and order. My condolences to the family. Now find the culprit or culprits and bring them to justice soon, and lay off my twin sister, Marilyn. I truly understand that we are entitled to freedom of speech and expression. However, I have found that these blogs are being used for persons to insult and ridicule each other. In my opinion, those of you who are taking up issues with other persons comments are missing the point by a margin. Why not comment on the story at hand and stop this madness. in response to Ms. Ross-Tbeur's tirade. I am an expatriate living in Canada quite close to Mr. Phillip's daughter and I am feeling the pain for the family. Before his daughter left here, I read those comments and wondered if you stopped to think that this could have been your relative. It is an innocent life that was taken so brutally. It is not anyone's business at this time why the ex commissioner was alone. It was his own home and his privacy was invaded thus resulting in his life being taken. This family has to face a murder scene and bury their loved one. How hard hearted can you be? Just think that you would have needed to be consoled and not condemned at a time like this. MAy he rest in peace and may the culprits be found and justice be served. Only God can give life. Lay off the Phillips.

What matters, you fa real? What are you thanking OLD TIMER FOR? As I see it, the paper did say the family was away. It was not negative,and it was not apparent that the family was absent, they were absent! The lady asked where the family was, and why the gentleman was living alone? That's all. In her initial comment, if you go back and read the comment, she simply asked those questions. Nothing wrong in asking questions OLD TIMER, WHAT MATTERS, AND THE OTHER PERSON who's afraid to sign their name! Is that a crime? Re-read what matters comments, and you will see that what matters said, "It's none of your buisness." Why the defensive attitude? I personally thought that was rude to Ms Ross. I would've acted accordinly too. The lady was not the only one who asked about the family, or why he was alone. To the person who thought the lady was being hostile, aggressive, and threatening; Where did you see that? Saying you SEEMED to be looking for trouble, you might get it, is not a threat! You also said her comments were negative regarding the whereabouts of the family. Asking questions? NOT! And why would you say to her if she considered the feelings of the family about their whereabouts? THE FAMILY WERE NOT THERE! Isn't that the truth? The paper said it! I am saddened by the loss of a great man who served Barbados well. This is what is important in this case. We need to stop bashing the family and beconcerned with the fact that this man was brutally killed and did not deserve this. I feel this grief for the Phillips and my friend Antoinette. If Mr William Frederick Phillips was healthy and fit; I see no reason why he should not be living alone; with friends and family popping in to ensure all are well: The elderly people have a right to remain in their home; without fear of intruders or violence. I agree with Ms Ross. Some of us do neglet, forget, disrespect and mistreat our elderly, and this needs to stop. I don't see anything in this paper that implyed Ms Ross being negative about the family. This is the paper where anyone can write whatever they want. Why at 95, this getleman like others, was living by himself? I'm sure many people would like to know just like me too. This is another story that should be dealt with later, when it comes to The Elderly. In the mean time lets find this SOB, and leave Ms Ross alone! Old Timer, thank you very much, I'm unconcerned with Ms Miss Ross tbeur's responses/comments. The facts speak for themselves, this man lived alone for whatever reason, and has been violently murdered, I suspect the family will have many feelings including possibiliy guilt such as we all have when we lose someone, i.e, we could have done more, could have spent more time with the said person etc, the list goes on. For Ms Ross Tbeur, to cast what I consider to be negative comments on the family/friends of Mr Phillips, even if disguised as concerning questions was and is inappropriate in my view, which she states we all have a right too express. To be honest Ms Ross-tbeur in her later blog shows herself to be silly and immature what does she possibily think she could do to me???? However, you are quiet correct the issue is what is going to be done regarding the rising crime committed against the elderly, unfortunately, I like you probabaly have no answers to this serious question, however, I hope a solution can be found soon. My symathies do at this time lay with the family and friends of Mr Phillips.

Miss Ross-Tbeur, having read the comment of what matters, I can see no reason for you to be so hostile, aggressive and threatening, the person concerned, was in my opinion right to express their views regarding what I too thought was a negative comment regarding the whereabouts of Mr Phillip's family, to be fair, did you ever stop to consider how Mr Phillip's family might feel having read your comments regarding their whereabouts. I'm sure what you wrote was in innocence, however, your comments do appear to be on the negative side. We will all be hoping for an indepth investiagtion of this matter, which will identify those responsible and hopefully bring the family of Mr Phillips some justice, however, your thinly veiled threats to what matters are to say the least shameful, that type of aggression based on another person expressing a view has me worried regarding the level of violence that some of us carry. which ultimately can lead to such situations as the death of Mr Phillips. it is not clear whether the person is male or female

To Old Timer: You too need to also give it a rest. Some of you, (including you old timer) seems to have misread Ms Ross's comments! Go back and read what Ms Ross said in her first comment. Her first question was, where was his wife? In the story it said Mr Phillips is survived by his wife. Another blogger family even said they didn't even know Mr Phillips wife was alive. The other question, was Mr Phillips sick or had an illness? A ligitimate question! She was just asking. If that was the case, someone should've been with him constantly. The other question was about the routine visit at 6am. It's all good to visit at 6am, but better if one was there with him throughout the night. It might be the choice of Mr Phillips to live alone, but that doesn't mean Ms Ross can't ask that question. Again no big deal about the questions! Actually Ms Ross is right about the things she mentioned, and they are all legit questions. HER PEROGATIVE TO ASKED! They aren't too many 95 yr old people living alone, and frankly speaking, I don't think they should be living alone. STOP THE FOOLISHNESS towards Ms Ross, and find the culprit who did this henious crime! String him\her up, and think about ways to combat crime in Barbados, especially towards our elderly. I hope whoever did this to such a fine gentleman will be caught soon. I remember the Phillip's living next door to us about 53 years ago. I didn't know Mrs. Phillips was still alive. I am very glad that these bloggers are unknown to each other. Otherwise this could be a war. All this back and forth is becoming like a circus. What matters here is that a 95 year old man lost his life at the hands of some criminal/(s) and we should be praying that law enforcement catches that person. What this man was doing or not doing should not be relevant. He was a 95 year old individual who might have lived to be 100 years or more but whose life was taken away by someone out there. That person has to be caught before he/she takes another innocent life. I must also add that criminals in Barbados have become very bold. They are walking into homes with people in them to commit crimes in daylight and they are armed.

After re-read the initial comments of Ms. Ross-Tbeur, I am inclined to agree with you to the extent that Ms. Ross-Tbeur negative implication of the apparent absence of Mr. Phillips' wife and family in his life was indeed a "cheap shot" and quite frankly none of her business. Many elderly people choose to reside in their own homes on their own and yes many have family members/friends who look in on them.....so, this does not suggest that he was an unwell man, or a man unable to care foir himself to a certain standard. You merely need to concern yourself with what was printed in the paper as I assume you are neither a family member or friend. I would suggest that the family will not appreciate your comments that 'maybe things might have turned out differently' even though you are referring to another person who did not like your comments. Either way please mind your BUSINESS, and concentrate on what is happening in your family.

What is the problem in asking why this man was living alone at 95 years old I too am curious but not in a bad way maybe he was independent and could look after himself great for him. Which makes it so upsetting that this man was living his life and someone decided to kill him could they not just steal what they wanted from the house and leave some people are just bad. And bringing back the death penalty will not stop this type of crime look at the countries that have the death penalty murders are still being comitted.

To What Matters: I am the one who asked why Mr Phillips was living alone? You don't have to have an ATTITUDE, as you sound like you do! It was mentioned the 95 yr old gentleman lived alone, for every reader of The Nation to read, and for me, that becomes my buisness. For the simple fact that yes, everyone has the right to live in their own home, as long as they are able. However, from what I read, at 95 yrs old, this gentleman had routine visits by friends, who I assumed he might've been sick, and they were checking on him periodically. This is a very troubling problem for me, because many people all over the world seems to FORGET, NEGLECT, and DISRESPECT the elderly!! Are you related to Mr Phillips that you are jumping on your high horse? If you are, it's a little too late! Maybe things might not have turned out the way it did, if you were there. I still say at 95, he or any other elderly person at that age should've never been home alone. It's my freedom of speach, and you are also entitled to your opinion! To the blogger that wants to find out why this 95 year old man was living alone, it's none of your business. There is no respect of persons where criminals are concerned. Everyone has the right to live in their homes for as long as they are able to take care of themselves. I hope the person/s who have committed this crime is found soon. I also hope that if anyone has information pertaining to this crime, they would not be afraid to let law enforcement know. Remember you can be the spectator today and the victim tomorrow. Barbados has become no different than the countries we talk about where crime is concern. Our only safe place is in Jesus.

The person who did this should be the first to get the lethal injection in Barbados .Justice needs to be swift so that all that long time the lawyers spend pussy footing so that they can claim their client spent a long time incarcerated and it was painful and inhumane .Who ever know of this coward should give him or them up. 95 YEARS OLD AND who ever it was took a life they did not give . This is a sad and worrying case. What sort of person would enter the home of a 95 year old defenceless man and murder him. To rob his home is one thing but to bound him up and murder him is beyond belief. This is worrying. No one is safe in his own home not even the elderly whom we have been taught to respect. Why was this gentleman of such high caliber living alone at 95 yrs old? Where was his wife? I understand his children are living overseas, but at 95, Mr Phillips should not have been living alone! Where did all the love go, that so many Barbadians had for the elderly? Was Mr Phillips suffering from some kind of illness? If so, that's worst, because someone should've been with him at all times. And to tie him up, and put him under the bed! What kind of routine visit was that at 6am by friends? As old as Mr Phillips was, someone should've been living with him. Maybe some disgruntle person who worked with him, or someone of whom Mr Phillips had a run in with years gone by, should be looked into. I remembered when I was living in Bdos, and I see Mr Phillips, he was a tall straping, tuff looking man. I hope when they catch the person or people who did this horrible crime, the authorities give then what he or she deserves. He was just 5 years short of being 100! How cruel! When is Barbados going to use the CAT-O-NINE TAIL. It is about time we adopt means to fight the terrible things that our people are doing to each other. No such thing happen in places like Saudi Arabia nor any of the Islamic countries, because the Sheria Law governing these places recommend no leniency for crimes such as this. They stone you if you kill and hang you in public, cut your hand off if you steal. Therefore crimes like these are at its lowest or non exisistant. Come on Barbados, You depend on tourism. Legislate the "cat-o-nine" and all of this lawlessness will stop, and you Tourist Industry will improve.

I am an advocate of the death penalty once the evidence is conclusive but without coersion. I can recall the trial of Philip Prime and Philip Holmes for the murder of Tom Adams', one of our late PMs, grandmother. If memory serves me correctly, it all happened within a one year period, hanging included. Also, I remember a security guard being murdered at RMCO (Roberts Manufacturing Company) and the initial evidence showed that the perpetrator was lefthanded. I recall my father saying that they should hang that person. Vividly, I rememember saying to my father that my brother, also his son, is lefthanded and my father said that he did not do it and I told him that you and me know but the Police does not know and he is a suspect until evidence proves otherwise. I would like to see a referendum on the death penalty.This could could be achieved during the election process.

I wonder if his stubbornness mentioned in this article, resulted in his living alone at age 95. My parents at that age still wanted to insist on their independence. This can prove to be an extremely difficult exercise in many ways, but relatives must take a stand to safeguard their welfare. How sad for a man who ensured the security of this island for years.
