WARDER IN A KNOT

TRANSFER AND DISCIPLINARY CHARGES are being considered for prison warder Shanelle Ellis following her November 14 marriage  to former convict  Adrian Vaughan.
A senior prison official told the SATURDAY SUN a top level meeting was held between Government officials and the prison administration  on Wednesday and Ellis’ situation was high  on the agenda.
The official said  no one could seek  to dictate a person’s  choice for a spouse under normal circumstances,  but added Ellis’ association with Vaughan was a violation of the rules governing Her Majesty’s Prisons, Dodds.
He directed the SATURDAY SUN to section 142 of the Prison Rules 1974, Chapter 168 which states: “A prison officer shall not knowingly communicate or associate with an ex-prisoner,  or with the friends and relatives of a prisoner  or ex-prisoner except  with the permission of the officer-in-charge.”
The official said there was no record of Ellis being given permission  to “knowingly communicate” or “associate” with Vaughan.
“The average person is entitled to associate with or communicate with whoever she or he pleases. But a prison warder is not your average person and the regulations are there to protect the integrity  of the prison facility, as well as the prison officer,” he said.
The official noted that prison warders were aware of this stipulation. He said in keeping with section 133 of the regulations, they were  all provided with copies  of the rules and were required to know them.
When contacted  on Thursday, recently appointed Superintendent of Prisons John Nurse told the SATURDAY SUN that he would not be discussing the Ellis issue “right now”.
“That is something that has to take good and proper consideration.  I have not been able to do that as yet,” he said.
In January two senior prison officers raised the alarm on illicit affairs among inmates and some female warders, and expressed fears over possible security breaches.
One female warder has previously been dismissed from the Prison Service after being caught  in a compromising position with a male inmate in  a storeroom at Glendairy.
While Nurse previously indicated he had heard  a lot of talk about illicit relationships between inmates and former inmates with female prison warders, he noted then that he had no evidence to substantiate the allegations.
Last January  Attorney-General Freundel Stuart, under whose portfolio the prison falls, met with Nurse  and representatives  of the Prison Officers’ Association and illicit warder/prisoner associations were among the issues raised.

Now!Let's think outside the box. This is not about been judgemental stop pass off this situation on christians and everything else. I am surely certain when this young lady went into the service she know the rules and regulations. Think about what harm she has placed upon her follow peers. Well let's all thank God nothing ever happpened. Of course she can be forgiven by pardon for the courts but should she be able to keep her job? Definitely NOT. Her behaviour is not to be allowed this is saying to other officers it is ok, this would lead to corruption not saying there might not be some at this time but this behavior if encourage will promote it. Just think about the favourtism,what if there was an incident within those walls who would she defend her peers or her lover? One must always look at the bigger picture. We all make decisions in our lives where there are consequences which we have to live with this does not mean they are acceptable. In my opinion this is one. I say Ms.Shanelle go out and seek another profession. love should be always embrassed but there is usually a price to be paid.

Vaughn was sent to prison for shooting at well known drug lord "Bounty" in the ivy while he ran through an old lady's house.
He did his time so just shut to hell up and let the couple live their lives in peace and harmony.

Rules are made to be obeyed and not broken. This warder has compromised the safety of our prison system and she should not be allowed to go unpunished. This same situation which has created this 'love affair' could have easily retorted a prison disaster.
Therefore, let us set all emotions aside and treat this situation the way it should be.

The long and short of this situation is that Ms.Ellis works in a prison; a place where adults who broke the law are housed apart from society.When she accepted the position she read those rules and understood that inmate and prison officer are not to be to involved romantically.I am pretty sure that those rules were explained verbally as well.Somehow, her brain took vacation and left her heart in charge.Hence, wedded bliss to her inmate.People do reform and need opportunities to do so but this is not so much about the ex-inmate, it is about the officer a security person placing so much snd others at risk.She should have resigned when she realise that there was going to be more in the mortar beside the pestle.

As I understand this story this prison warden and ex prisoner met and married 2 years after this man was release from prison. Basically if they are rules nd regulations about wardens and prisoners then all staff should be told and given the correct information about this. Also if wardens are not alowed to marry or associate with ex prisoners this should also be set out in understadable English and given to all staff then they will be no confusion so that in the future staff will know if they need to resign or what ever steps they need to take in having appropiate relationships with ex-prisoners. And all those judgemental comments from so call christians no wonder some people do not to to church having to mix with such hypocrites put you off christianity sometimes.

Thanks to the person who clarified the words for me. I was mistaken. When I checked the dictionary, I found that the two words are interchangeable. Warder is just not a commonly used word any longer.Should hasve done my homework.

WARDER & WARDEN CLARIFIED : 11/24/2009

WARDEN is defined as the " Chief administrative officer in charge of a prison"
However another definition of Warden is "a person charged with the care or custody of persons, animals or things".
WARDER - Is defined as a prison guard OR a guard, porter or watchman of a gate or tower.
Hence from the above one can see why both words are used interchanging to refer to the same thing.

I heard the ATTORNEY GENERAL SAID we have to give a person person that serve his time a chance to get back inter society.So what are we the public say now? We sould go back to the Bible and ask ourselves what would Jesus have done when he was on earth.Remember the woman that was brought before Jesus by other sinners to be stoned because she was caught in addultery? She was caught, the others that brought her was sinning also but they were'nt caught.But My Jesus was smart.Look what Jesus did.He stooped down and began to write something in the ground for them all to see.He who is without sin cast the first stone.Not one of them could'nt cast a stone because they knew they were sinning also. We as a people are always quick to judge others,

What about the suspect that killed that young girl in St. Peter and had her hidden for 7 months, I would love to see what happen to him on his day in court, now to me thats news.

Love is blind . Blind to laws ,rules , just blind . So they say . This is not about love .Did this woman not know of that rule ? i realize that there are some female prison officers that seem to be low on the moral scale and love the attention That the uniform brings .So much so you see them in terminus in their uniforms and seemingly advertising .Sometimes carrying on in the worse ways . If that subsection of the law on fraternizing is correct i believe Mr.Stuart and Mr Nurse has a lot of work especially where females are concerned . This is a penal institution not penile Institution . How can you be overseeing criminals of every sort and sleeping with them .This is sleeping with the enemy or Dangerous liaisons . Has anyone studied the magnitude of danger that is being posed to the security of our island if this is allowed to continue on a grand scale . Gun runners ,drug mules and traffickers would continue doing their business from jail via these warders male or female .

High ranking prison officer, be up front considering that you feel able to comment on your collagues choice to marry a former inmate, state your name, so Shontelle knows who you are, as opposed to you no doubt smiling in her face and stabbing her in the back at the same time.
Don't sit in judgement of this woman, she fell in love, which we all want, and married, big deal, Mr Vaughan is a former inmate, he has served his time, and therefore he should be allowed to get on with the rest of his life with his new wife.

Some of you are writing about vaughan using her to smuggle in things for his prisoner friends, like what? Toilet paper? Do any of you even know what crime he committed? I think some of you are getting far ahead of yourselves. I believe the real security breach will be that while everyone is focused on her (an obvious and open target)other warders who are not married to ex cons will be smuggling in things for their lovers in prison. Who would risk using a warder who is so publicly associated with an ex con to smuggle anything into the prison? If I were a prisoner she would be the last warder I would approach. Her new husband describe her as "unmannerly" when she was a warder. Does that sound like the kind of woman who would smuggle stuff in for her husband. Who better to keep an ex con in line than a prison warder. I wonder, would their be this fire storm if the warder were a man and the ex con a woman? Or would we all be singing a different tune?

Why would it be a security breach to have a relationship with an EX convict? I thought that once you had served your time you were once again a citizen of Barbados with all the rights and privilages due to a citizen of Barbados. It was once against the law to teach 'negroes' how to read. It was once against the law for a white person to marry a black person. Is it against the law for a Police officer to marry someone they once arrested or are they forbidden from associating with ex cons too? I ask this because my grandfather was a prison officer and he 'associated' with ex cons after they left jail. He assisted many of them in finding jobs and one of them used to make sure I got to and from primary school unmolested, even though by then he was a very old man. Some of them had meals at my grandfather's house when they fell on hard times. My grandfather once said, "these men have served their time but society will not give these men a chance to show the change we have seen in them." "If a man who stole food because he was hungry is sent to jail and does his time, he gets no job because he is a thief, then he steals again (for the same reason)and people say "see, he gine never change he teifin ways". My grandfather was always frustrated by society and tried to help those he could. Some of you are living with criminals that have not yet been caught. Love usually transends law and I wish them the best of luck, they will have a lot of hypocrisy to deal with. If two prison warders marry and one is subsequently arrested and sent to jail, will they have to divorce when the spouse becomes an "ex con"?

If ignorance of the law is no excuse… then Knowledge of the law is outright abuse. This prison officer knew the law and obviously her love for the X-convict over shadowed the consequences of her action. She has compromised the rules of her job and therefore should be released from the position and from the entire prison system. The system can offer some leniency taking into consideration that “love knows no bounds”.. that love can literally cloud a person’s judgment and instead of “firing” her can reassign her to another branch of the Government. Sometimes love makes us throw caution to the wind and demands of others understanding and compassion of those actions…such is the case here. However, the bigger issue here is that the prison system has to maintain its integrity as the place that “holds” persons accountably for their crimes and to allow its work force rules to be broken will indeed be such a conflict of standards

WOW, I do not know how this story is even news worth far less how it even got in the news. It is even more amazing to me how it is able to capture so many comments and attention. There is a world wide recession, unemployment, fledgling tourism product and this is worth comment. Two people got married, just like what happens every day all over the world. That is it not much more. The level of attention to this story is truly Barbados. “Just beyond your imagination”.

I have a friend who has just left Dodds, he said tht relationships occur all the time within the prison, between wardens and inmates, he also said that he and other inmates observered wardens having sex when they thought that the inmates were asleep, as I'm not there I don't know whether these things are fact, however, given the environment and the close proximaty between the wardens and the inmates I wouldn't be in the least bit surprised if there was some truth in it.

Bemused, i understood and I might nbe wrong that the person talking about condoms as implying that as sex obviously happens inside between prisoners that it would make sense to give the inmates condoms in order to prevent the spread of sexually transmitted diseases.

Glad - I missed your point. These two people have fallen in love and got married. I wish them every happiness. But the issue here, as I see it, is not about the two people falling in love. It is about the laws governing a relationship between a Con (ex) and a serving prison officer which should be adhered to. I agree that Mrs Vaughan should be transferred away from the prison service so as to remove any breach of security in that Institution. No doubt we will be hearing from the Union talking about Social Partneship or something.

It bothers me to think that in this day and age Barbadians could still be having such low morals.
I am a Barbadian high ranking prison officer and with all the laws governing our profession I do beleive with out a doubt and with out hesitation that Shanelle should have been inmediately given her walking papers unless she he had brought the courtship to the attention of the of the 'officer in charge' and had gotten permission from Him/Her.

NURSES DO NOT GUARD PRISONERS...TEACHERS DO NOT GUARD PRISONERS...DOCTORS DO NOT GUARD PRISONERS...THEREFORE THEY CAN MARRY THEIR FORMER PATIENTS, STUDENTS OR NANNIES. THEY ARE NOT RESPONSIBLE FOR SECURITY AT A PRISON. THERE IS NO LAW AGAINST THAT ASSOCIATION AS LONG AS BOTH PARTIES ARE OVER 16. PRISON WARDERS ARE DIFFERENT. OF COURSE, IF HE DID THAT, HE WOULD GIVE FREUNDEL STUART A FIT, AS WELL AS THE GOVERNMENT. HE WOULD ALSO BE SETTING A BAD PRECEDENT.

here are two resolutions to the situation...Mr Vaughans either apply or pay to get your record expunged, therefore you would have a clean record and would not be classified as an ex-convict.
Or, let Mrs Vaughan resign and reapply. This way, if she gets back her job, she would have been married to an ex-prisoner BEFORE she gets into the service.
If both of these fail, perhaps you should consider applying for the job as superintendent of prisons, if you are successful (this is barbados and it is possible) then you can lobby to have the law relating to ex-prisoners and guards repealed.
If that too fails, then the best thing to do is you both run for political office. There is a lot of your situation going on there too

why transfer her and discipline her as well? I would either discipline her by firing her or simply transfer her, but not both. It seems like double punishment. I understand that this young lady and several others were facilitated at the prison after bringing letters of recommendation from a politician in the former government.

what bajans should know is that this situation is not an isolated one. There are at least three other warders who got men that were ex-cons and had them when them did lock up. That woman that get married to folkes meet him in prison although she aint no guard. And then there is another woman that big-up that got an ex-prisoner. But she aint no guard either. You can't stop people from liking one another but the guards should know better. you want to tell me that them working with so many male guards and if them want a man them can't get one from among them colleagues, them got to go and sneak bout in the bond house and store room with prisoners.

Resign and go home and love your husband, but how the hell can you be a prison warder and be married to an ex-convict and creating the spectre or perception of a likely breach? Jesus! Transfer her to be a government security guard at the post office or at the airport, or seaport or some other government building where one does not have to worry about people trying to escape or somebody smuggling in something.

If my wife is working the cash register and I am shoping in the store I can't go to her to be checked out.That is the rules from the company.This is nothing to do with love.She could stay with him but leave the job.Those rules were there before she got the job.In life you have to have rules.

i spent time behind bars and most of the things that i get in prison that i shouldn't, i get through one particlar guard. Some of the guards and prisoners does live like husband and wife, men and women, men and men, women and women and this did going on when i was in there in 2002. Nobody cant stop nobody from liking nobody but everybody know that if you want to get something in the prison get somebody on the outside to get it in for you through a prison guard. That girl got to watch she self because prisoners on the inside and ex-prisoners on the outside going be looking to use she and vaughans to get things inside for their friends

No wonder some youths are so messed up. What other rules would you suggest we ignore? Maybe, others should be able to take our property if they have a more urgent need? Or there should be absolutely no limit to the speed we operate a vehicle? And if we want to marry a sheep, why shouldn't we be able to do that. The simple fact is, in protecting the rights of the majority, sometimes, individual right have to be disadvantaged. The lady does not have to give up her husband, but she can't have it both ways.

These two people found/met each other and fell in love, regardless if the circumstance, lovfe does not know about right and wrong, it just happens, so good luck to them. Considering he is no longer in prison there now seems little point in transfering her.
However, of more concerning and which should definately be on the agenda at these high profile meetings are the relationships which occur betweem inmates and the lack of condoms avilable it is obvious that intimacy will occur in such environments whether we agree with it or not, therefore it makes more sense that the inmates are given the opportunity to to practice safe sex, as opposed to no measures being in place, and diseases being caught and spread amongest the prison population and following thye inmates release from jail - just a thought!.

I strongly believe that everyone deserves a chance. As far as I understand this. The man is an ex inmate. This relationship seemed to have developed after his term was served. How do we expect these persons to fit back into society if they are ostracized?

Laws are there to be obeyed. People have rights under the Constitution but there are always provisos to ensure that civil society functions properly. Some of these idiots that are suggesting that rules should be ignored should know better. The average citizen can go on strike, but a police officer cannot take strike action. Mrs Vaughan is a prison warder with access to the prison and its inmates. She cannot leave work at Dodds, go home to an ex-convict and then return to the prison the next day. Of course, she can leave work at any other facility where security is not an issue, and then go home to Mr Vaughan.

You guys on here against the rules of the prison is missing the point. She is a major part of dodds and being a part of the prison she has a responsibility to set positive examples of following rules at all times. No one is against her marrying who she married, she is entitled, but there are consequences she will have to deal with, because there are rules stating that she is not to marry such a person who went through the system. RULES are RULES and this is why she is a warden in the first place, to many people break rules and end up in her work place. So get with the program if people other places in barbados is breaking rules like someone below said this is where the correction will begin, it must start somewhere and Mr. Nurse says it will under his management. If mrs. vaughn love her husband so much she will give up the job and find another one where it is ok to be with an ex-prisoner.

I mean if there are rules that she broke I can understand being upset but you can't control who you fall in love with. Perhaps the rules need to be re-examined. Barbados is not ready for this type of change. It would have been in Mrs Vaughan best interest if she had requested a transfer as soon as things looked like a solid relationship was forming.

One of the greatest problems with Barbadians is that they reason with their hearts and not their brains. People are getting all emotional about a situation that is quite simple.
No one is telling this young, attractive prison warder that she cannot marry whoever she pleases to. No one is saying that Mr Vaughan can not and has not rehabilitated. Those are not the issues.
The issues are about the law and security.
She is a prison officer, he is an ex-convict who obviously would still have acquaintances in the prison system.
Whether something questionable will occur or not, she is a conduit between those prisoners still at Dodds and her husband. The point here is that although nothing might ever happen as a result of this connection, perceptions of what can occur and the possibilities cannot be ignored. SHE IS WORKING IN A PRISON, FOR GOD'S SAKE!
At the prison enquiry into Glendairy some years ago it was brought to light that one of the biggest problems there and the reason for so many cellphones, drugs and other contraband getting into the prison was as a result of prisoners and warders fraternising too closely.
No one is accusing this particular warder of anything but fingers would obviously be pointed at her if, for example, some friend of her husband still in the system was caught with contraband.
Therefore one can see why these rules are in place, not only to protect and safeguard the prison but also in the interest of non-suspecting, vulnerable and gullible warders.
This young lady can not have her cake and eat it too. By all means, stick with your husband, but you should resign in your own interest and that of HMP Dodds.
She has clearly broken the law, which she willingly did, and must now face the consequences.
I am sure that if we had a convicted bugger
being denied a job as the coach of a little boys' football team, that some of the fanciful foolishness that I am now reading (and hearing) would not surface. Sometimes in our haste to be more holy than Jesus Christ, we can be as naive as Santa Claus. Let the rule of law prevail.
P.S What the Government should be investigating is that given the reports of rampant sexual behaviour between some warders and prisoners, how is that not one warder has been transferred from the prison. Methinks John Nurse has quite a few questions to answer

Earlier I wrote that I would think twice maybe thrice if I were a Prison Officer, because I saw this coming. Perhaps Mrs Vaughan thought long and hard about it and saw it coming as well, but love is blind and sometimes compelling. She knew the rules and standards, and she made her choice. Who knows whether she was tired of HMP and just waiting to go (or be sent). Who knows whether she had legal advice on this and if so I hope it was smart. Apart from having broken the rules, the Superintendent now has to play detective and investigate whether there was any contact during Mr Vaughan's incarceration. How easy, difficult, worthwhile or necessary that is would be another story because the proof of marriage is already there. If there is no evidence of contact, I would simply transfer her elsewhere. But Barbadians have strange ways of thinking and I wouldn't be surprised if the subject of 'loyalty to a cause' hangs around her for a long time. I say no more on that. To be or not to be jugemental is another issue. What do we know of Mr Vaughan's past. Was he such a criminal that he does not deserve to be accepted back into society? Was he a model or trusted prisoner inside or one of the bag eggs who terrorised the place daily? Do we forgive, forget and move on? Are we sincere about rehabilitation?
How many bosses have broken similar rules with illicit affairs in their businesses and have been able to wipe their mouths clean? Finally, when do we accept that Barbados is a changing society like the rest of the world?

It seems like every family in Barbados had a criminal in their midst at some time or another, so pray tell me how do warders separate themselves from the general public? I am not saying that warders should pick up persons in prison and marry them upon their release. I am just saying that Barbados is too small to have such rules in place regarding marrying excons. The lady did not fall in love with the con while he was in jail. The relationship developed later and by chance. Everyone is entitled to marry who or whatever they want to marry. Barbados is a democratic society; Which means we have the right to make decisions for ourselves that may not be favorable to society as a whole. The prison representatives should focus on employment programs that will train young people to be productive when they get out of jail instead of using this woman's marriage to shied their inadequacies.

No-one seem to take into account that it may be a breach in security to have wardens and inmates in personal relationships. The ex-convicts can still have associates and friends on the inside. How can a warden be impartial with this situation? Love is blind. This is a bit more complex than love and marriage.

I wish Mrs. Vaughan all the best , but the fact remains that she is employed in a high security environment and there are rules in place to maintain the srcurity. If she did not know she should have or been big enough to marry the man and leave the job. She is potentially a security risk and apparently not very bright. i think she and the prison service should part company.

You people have to realise that there must be systems in place to ensure that security remains paramount at the institution.Rules are put in place and if a person agrees to those rules before they start work they should abide by them.She had an opportunity to let the authorities know of teh situation or even resign her post.If this continues there might be cases where wardens are acting as liasons bewteen prisoners and people on the outside (which probably goes on anyway) .I am glad she found love but at the same time rules are rules and there are some rules that cannot be twisted without compromising the security at the institution.

1974 Rule Needs Touch of Reality : 11/21/2009
The 1974 Prison Rule is a bit too broad and too impractical. I think it needs revising.
"A prison officer shall not knowingly communicate or associate with an ex-prisoner, or with the friends and relatives of a prisoner or ex-prisoner except with the permission of the officer-in-charge."
The rule ignores the size of the island, common inter-human communication and politeness in the island etc. Also, it seems to imply that ex-prisoners cannot be rehabiliated and thus person who are not "average persons" should shun them. Rude, impractical and not addressing the real concern!
Warders need to ask every service provider about his/her prison history before engaging in conversation or using the service. Taxi drivers like Adrian will not get any fares from Warders in the future. Landscaping guys, hairdressers, barbers, car washers, trainers etc. if you had a prison sentence steer clear of warders.
Congrats to the newly weds! I hope all is as serendipitous as it seemed and that the realationship is not unduly stressed by rules and the usual asinine stuff civil servants tend to be concerned with whilst other more important structures and programmes deteriorate.

Maybe the people in charge should look at this situation in positive manner opposed to a negative manner. Maybe this marriage will be another influencing factor for Vaughn to continue on a good path and to not re- offend and end up right back in jail, where he is supported by our tax money. Also this marriage is the least of the governments and prisons problems, maybe the government should direct their interest and efforts to correcting the many unacceptable situations that occur behind the prison walls.

It sounds like those statutes need to be changed. This is the 21st century, not the 1600s. I could understand the rendering of penalties for association with an inmate, but not with an ex-prisoner. Since this guy has paid his debt to society, must he continue to do so as a free man? Invariably, should she be treated this way for falling in love with him after he was released from prison? Our society is so unforgiving and it seems that we hold grudges against people for life. We have to realize that people must be given the opportunity to change and move on with their lives. It is good that he now has the right role model in his live. People, get over it and move on!!!!!

Well I am really shocked about this situation. I never knew to be a prision warder you had to sign away your rights to choose who you want to be friends with outside the the prison walls. Mrs.Shanelle Ellis Vaughan it seems to me that soon you will have to choose if you are going to remain at your P.O.E or will remain Mrs Vaughan.
