THE BARBADOS WATER AUTHORITY (BWA) bound itself into an arrangement with the sole bidder for its new headquarters before substantial negotiations were completed.
At the same time, the BWA has failed to provide critical information related to the project.
This has been highlighted by Auditor General Leigh Trotman in the latest annual report in which he commented on public-private partnership (PPP) projects, which a number of state agencies have been using to execute some of their participations.
Innotech Services Ltd was the contractor for the new headquarters in the Pine, St Michael, under a PPP arrangement.
The BWA signed an agreement in March 2013 for the design, finance and construction of the complex. It also included the lease of the premises to the BWA for 13 years. (ES)
