The rapist and killer described by the Court of Appeal as a “dangerous individual” with a propensity for committing violent and sexual crimes against women was given a consecutive life sentence yesterday.
Ryan Antonio Oneal Bullen is currently serving 19.5 years for rape imposed in 2014 by a High Court judge.
And yesterday, the Court of Appeal told him he will begin serving a life sentence for unlawfully killing (manslaughter) 14-year-old Kalifa Downes only after he had finished serving that sentence for rape.
In addition, the court declared he must serve 30 years of that life sentence before he could be considered for release.
“We stress the need to protect society from persons who may be considered dangerous,” Justice of Appeal Rajendra Narine said yesterday. “In this case [Bullen] had 24 convictions, 14 of which are for robbery, two for rape, and one for unlawful sexual intercourse. (HLE)
