What right?

An operator?of a local radio station is asking the Copyright Tribunal of Barbados to review the Copyright Society of Composers, Authors and Publishers Inc. (COSCAP) and determine if it has the right to be operating here and collecting royalties on behalf of artistes.
Scott Weatherhead, managing director of Mix 96.9 FM, filed an application earlier this month with the tribunal after COSCAP failed to grant his radio station a copyright broadcasting licence.
Weatherhead’s lawyer David Bryan has also confirmed to the SUNDAY?SUN that in keeping with an order of the court, Mix had settled all outstanding fees with COSCAP?and had applied by the February 28 deadline for a licence but to date none had been forthcoming.
“We have paid COSCAP?over $20 000 in royalties over the last year. We have filled out application forms requesting a licence and to date, COSCAP?has still not issued any licence to us. So we are asking the tribunal to review the licensing scheme and determine that we are entitled to a licence,” he said.
